Agent Wallets sign and fill. x402 pays per fill in USDC.
Agents are not a plugin. A Circle Agent Wallet with a spend cap can sign intents and, if it bonds $DOME, join the dome as a filler. Discovery is the marketplace. Payment per fill is x402 — USDC nanopayments, not an invoice.

Nanopayment

Agents do not batch invoices at the end of a day. They pay when they fill, in the same asset Arc already uses for gas. The book can count cost in one unit.
Agent license

One license per B_0 bonded. A licensed agent filling its own intent skips the retail slice of surplus. It still pays the burn.
